The Zambia Public Procurement Authority (ZPPA) has suspended Samther General Services Limited from participating in public procurement for a period of one year for under performance of contractual obligations.
In September 2024, ZPPA instituted an investigation into a tender for the construction of a 1 X 3 classroom block at Munenga Community School in Lusitu Ward in Chirundu district, following the termination of the contract by Chirundu Town Council.
ZPPA Principal Officer – Public Relations, Iñutu Mushambatwa, says it was established that Samther General Services Limited, abandoned works at 85%, despite Chirundu Town Council extending the contract for two months.
She said the construction of the classroom block should have been completed within (12) weeks of signing the contract, at a total contract sum of over K500 000.
“Therefore, ZPPA established that there was underperformance of contractual obligations by Samther General Services Limited despite having been paid approximately 95% of the contract amount,” said Ms. Mushambatwa in a statement issued to RCV News in Lusaka today.
She said under performance of contractual obligations is contrary to section 96(g) of the Public Procurement Act.
Meanwhile, Ms. Mushambatwa said ZPPA has reinstated the suspension of Brainstorm Investments Limited for a period of one (1) year with effect from 8th November 2024, following the conclusion of court proceedings on 31st October 2024.
On 5th January 2024, ZPPA suspended Brainstorm Investments Limited from participating in public procurement in accordance with Public Procurement Act.
“Brainstorm Investments Limited was suspended for submitting a National Pension Scheme Authority compliance certificate that was not genuine in the tender for the supply and delivery of ambulances,” said Ms. Mushambatwa.
