Build Zambia 2064, Chief Executive Officer, Joseph Mushalika, has proposed for constitutional reforms that will allow the president to appoint cabinet ministers outside parliament.
Dr. Muhsalika said this in Lusaka today when he featured on Christan Voices’ Chatback program on the topic, “Zambia at 60, what next?”.
He said that the workload placed on cabinet ministers who are also members of parliament is overwhelming, which he says contributes to inefficiencies in service delivery.
“Allowing the president to make such decisions will also ensure that he is not limited on appointing competent cabinet minister from all works of life”, said Dr. Mushalika.
He stressed the need for Members of Parliament to focus on their constituencies, and Cabinet Ministers to focus on policy implementation for the development of the country.
