Opposition People’s Alliance for Change (PAC) President, Andyford Banda, has called for appointment of the Anti Corruption Commission (ACC) Board and Director General, 100 days after the Director General resigned and subsequent dissolution of the Board by President Hakainde Hichilema.
Mr. Banda says it is shocking that the ACC has remained without leaders, especially that the country has been inundated with reports of corruption this year.
“You cannot afford to have an institution like ACC to be unled for such unnecessary long period of time,” said Mr. Banda in a statement issued to RCV News in Lusaka today.
He said the leadership vacuum that has been created at the ACC is unnecessarily long since Zambia has several individuals that are capable and competent to occupy the position of ACC Director General and be appointed Board Members.
Mr. Banda accused the appointing authority of using the delay to promote a patronage system in the appointment of people in key institutions who are incompetent and cannot effectively discharge their duties.
“Under President Hakainde Hichilema and the UPND government, the fight against corruption is not going anywhere due to the patronage system that has been promoted under this government where competence and merit don’t matter but so called loyalty and affiliation are paramount,” said Mr. Banda.
He said this also ensures that those close or considered loyal are shielded and protected from prosecution if found wanting.
Mr. Banda said it is time to separate institutions such as the ACC from the direct meddling of the executive a system.
