MEDRAP OPPOSES NHIMA’S PLANS TO INCREASE CONTRIBUTION RATES

The Medicines Research Access Platform (MedRAP) has opposed plans by the National Health Insurance Management Authority (NHIMA) to increase contribution rates, describing the move as premature and unfair in the absence of full integration of contributions from the informal sector.

MedRAP Executive Director, Liyoka Liyoka, said NHIMA has not yet maximized its existing revenue base and is still negotiating how to effectively capture contributions from the informal economy, which represents a significant portion of Zambia’s workforce.

Mr. Liyoka noted that the health insurance authority should prioritize strengthening its systems and broadening its collection channels, rather than burdening current contributors in the formal sector with higher rates.

“The authority must first ensure that the informal sector is fully brought on board before contemplating an upward adjustment in contribution rates,” said Mr. Liyoka.

Speaking when he featured on Christian Voice’s program “Assessing the Health Sector”, Mr. Liyoka cautioned that NHIMA risks undermining its credibility if it pushes for higher rates without first implementing an inclusive and transparent contribution model.

He further stressed that expanding the pool of contributors is critical for the long-term sustainability of the scheme and for ensuring that more Zambians benefit from improved access to healthcare services.
