GOV’T ADDRESSES THE DIGITAL MIGRATION POLICY

The Ministry of Technology and Science has appeared before the Parliamentary Committee on media and communication to address the Digital Migration Policy and the adequacy of the policy and regulatory framework under which digital migration was implemented.

Ministry of Technology and Science, Permanent secretary Brilliant Habeenzu says in 2006, the International Telecommunication Union (ITU) held a meeting in Geneva where it was resolved that all countries using terrestrial bands 2, 4 and 5 must transition from analogue to digital broadcasting by 17th June 2015.

In a statement issued to RCV News in Lusaka toady, Dr. Habeenzu said that to align with this resolution, Zambia initiated the digital migration project to replace analogue terrestrial television transmitters across the country to facilitate the migration process.

“The implementation of the digital migration project reached 90% completion but has stalled and this was due to governments decision in 2022 to cancel the projects loan amidst a national crisis,” said Mr. Habeenzu.

He also said that the digital migration from analogue to digital in Zambia is guided by the Digital migration policy which is implemented under the auspices of the Ministry responsible for media and broadcasting.

Mr. Habeenzu highlighted that the implementation of the policy is anchored on pillars that improve access to information, enhance broadcast quality and support economic and social development which are crucial for the country’s progress.
