The Zambia Public Procurement Authority (ZPPA) has suspended Rousant International Zambia Limited from participating in public procurement for a period of one year for failure to submit a performance security in a tender process.
ZPPA Public Relations Principal Officer, Iñutu Mushambatwa, says the suspension of Rousant International Zambia Limited follows a complaint from ZESCO for failure by the supplier to furnish a performance security in accordance with the terms and conditions that were stated in the solicitation document and contract for the tender of the supply and delivery of current transformers.
In a statement issued to RCV News in Lusaka today, Ms. Mushambatwa said in November 2024, ZPPA instituted investigations into the tender and established that Rousant International Zambia Limited was awarded the contract to supply and deliver current transformers, circuit breakers and isolator gang switches for Transmission North by ZESCO Limited in October 2023.
“The supplier did not provide the performance security in accordance with the requirements specified in the solicitation document and the signed contract,” said Ms. Mushambatwa.
She further said that the pursuant to section 96(d) of the Public Procurement Act No.8 of 2020 and regulation 184(4) of the Public Procurement Regulations of 2022, the Authority has suspended Rousant International Zambia Limited from participating in public procurement for a period of one year with effect from January 7. 2025.
Ms. Mushambatwa has since urged all procuring entities to enforce the suspension by ensuring that they do not award contracts, sell or issue solicitation documents or in any other way invite bids from Rousant International Zambia Limited, with effect from January 7, 2025.
